At its June 4 regular meeting, the Monona Council passed a resolution approving the annexation of 13 parcels of real estate adjacent to the city’s southeast boundary.

From here, city administrator Dan Canton said the Iowa Secretary of State’s office will be notified. Once the annexation is acknowledged there, the county recorder, as well as local utilities and the Iowa DOT and DNR, will be notified of the change. He said the final notification will go to the Iowa State Treasurer’s office, a move that will trigger additional road use tax funds going to the community due to a slight increase in population.

At the meeting, the council also authorized property tax exemptions for the 13 parcels. It will only apply to the city’s share of property taxes for the next five years, Canton noted. The properties will be on the city’s tax roll next year, he added.

The 13 parcels cover a total of 60.51 acres, and include various classifications of land. Canton said it will be up to the city’s planning and zoning commission to hold a public hearing and make a recommendation to the council on how the properties should be classified.

“You can lay it out how you want, but it’s desirable not to spot zone,” Canton said. “You try to find continuity.”

With possible transitions from residential to commercial to industrial, some areas are tricky, though, noted mayor Lynn Martinson.

“You could have three zones within 500 feet,” he said.

Once the planning and zoning commission makes a recommendation, Canton said the council will also hold a public hearing and make a final decision on the classifications.

He doesn’t expect any issues with this voluntary annexation.

“It’s all pretty straight-forward,” he quipped. “We’ve done this three or four times before.”
